automation of E2E set up of new tools and services for testing

I want to enable DS and engineering teams to easily test new technologies without having to depend on platform teams and their availability to set up. I want to be able to automate:

1. set-up and tear down of test environments

2. deploy tools and services with dependencies to those environments

Related, as a platform engineer I would love an agent to spin up open source tools with best practices, ie spin up ArgoCD in a trusted opinionated way so that I can quickly get started working with it vs spending a lot of time researching the initial set up.
